Main Features :

• The conduct of a survey of all BGMEA enterprises to identify the location and exact number of child workers below the age of 14 years, and to assess their education needs with a view to devising and appropriate school curriculum.
• The MOU envisages transition from work to school, with stipend benefit, of all the underage workers belowthe age of 14 engaged in garment sector by target date of 31 October 1995 or soon after as Education programme is ready.
• No new workders under 14 years will be hired by BGMEA members after 31 October 1995.
• The programme of transition fromwork to school will be arranged by UNICEF in cooperation with the Government of Bangladesh.
• A verification programme will be devised by the ILO in cooperation with the Government of Bangladesh to ensure the terms of the MOU are observed.
• Terminated child workers attending schools will be provided with a monthly stipend @Tk.300 each.
• BGMEA undertakes to offer employment to qualified family members of under age workers whose services are terminated.
• The possibilities for providing food supplementation programmes for terminated workers entering the school programme will be explored.
• The need to provide for income-generating activities for children after school is recognized.
• Financing of survey will be made jointly by BGMEA, UNICEF and ILO. Financing of varification and monitoring programme will be made by ILO.
• Financing of the education programme will be made by BGMEA, UNICEF and ILO.
• A steering committee has been established to coordinate the undertakings and programmes of the MOU and to deal with implementation issues.
• The parties to the MOU will take positive steps to create public awareness with regard to issues of child labour and their education.
